New Regulation Updates - May 2024
On May 10, 2024, the Government issued Decree No. 50/2024/NĐ-CP amending Decree No. 136/2020/NĐ-CP, which guides the Law on Fire Prevention and Fighting, and Decree No. 83/2017/NĐ-CP, which regulates rescue operations of the fire prevention and fighting forces.

*The list of establishments subject to fire prevention and fighting management:
- Removing beauty salons and massage service businesses.
- Specifically regulating the area of service and dining business establishments, as follows: having a total business area of 100m2 or more, or a total volume of 500 m3 or more; establishments dealing with flammable and explosive goods having a total business area of 50 m2 or more, or the total volume of buildings serving the business of 200 m3 or more. (Instead of “department stores; convenience stores; restaurants, dining establishments” listed in Decree No. 136/2020/NĐ-CP)
- Adding establishments dealing with flammable and explosive goods.
- Regulating “buildings used as headquarters of enterprises, political and social organizations” (instead of “buildings of enterprises, political and social organizations)
- Regulating “buildings of postal service points, mail processing facilities, telecommunications facilities; data storage and management centers; broadcasting facilities; publishing, printing establishments” (instead of “museums, libraries; exhibition houses; display houses, archives, bookstores, fair houses; religious establishments”)
- Adding airplane hangars.
- Amending “residential buildings combined with the production and business of flammable and explosive goods with a floor area for production and business purposes of 50m2 or more” (instead of “residential buildings combined with the production and business of flammable goods, easily combustible goods packaged in flammable materials of households.”)
